Have you checked out www.BlueCotton.com ? Their t-shirt creation tool is friggin' incredibly full-featured, and they can do the more durable screenprints on colored shirts.
Also, I think the American apparel base-shirts they offer are like those lightweight '80s tees.
It's based in BG, believe it or not.
You have to pay up-front, though; but, I know the d00d in charge, and could most likely get us a discount.
I've designed a few, but they were way too satanic and/or contained so much CP to be of any practical use.
